The first step is the definition of key factors whose expressions \/ hypotheses are entered into a matrix. The combination of key factors and expressions yields the morphological field and possible cross-consistency assessment (CCA) scenarios. This makes possible to analysis difficultly quantifiable and multidimensional problems.<\/p>\n<p>The IS\u00d6 has recognized the potential of this transparent and systematic analysis for the scenario generation and successfully implemented it.
